Dear First Street Residents and Property Owners,
The City of Alamosa would like to make you aware of the upcoming First Street Phase 5 Reconstruction Project, which will rebuild all First Street from Bell Avenue to the east side of State Avenue later this year. This is the final phase of the First Street reconstruction project.
We anticipate beginning construction around the first of April and finishing in September. During this project, the City will be rebuilding the entire street, replacing outdated underground water, sewer and storm water lines, as well as installing new sidewalks and new alley aprons.
Other utility companies will be involved as well.
- Xcel Energy will be relocating and improving the gas and electric services.
- Century Link will be relocating phone lines soon.

During construction, the City will do our best to avoid any encroachment we can; however any obstructions may have to be removed. Should you wish to salvage any landscaping, sprinkler systems, or materials that are currently in the right-of-way, please arrange to have them moved prior to this year’s construction. Any fences in the right-of-way are not permitted by City Ordinance. At certain times, we may require sprinkler systems to be temporarily turned off next to the construction zone so it does flood out open dirt work.
To minimize disruptions as best we can, we will be breaking the construction up into three parts at intersections, so that residents can still access their homes on a limited daily basis. Residents living along First Street, Mountain View Place, Cottonwood Place, and the northernmost block of San Juan Avenue may have limited access during the daytime.
- The first stretch will begin at the center of the Bell Avenue intersection to the center of the Mountain View Place intersection.
- The next phase will go from there to the center of the San Juan Avenue intersection.
- The final stretch will continue to through the State Avenue intersection.
We understand that this project will impact you for several months and will do our best to make it as easy on you as possible.
